It looks like the website has been carefully recreated (presumably just for SEO juice), the domain says it was registered in 2020. However according to https://en.wikipedia.org/wiki/LatencyTOP https://en.wikipedia.org/wiki/LatencyTOP the project was abandoned before that and the git repo no longer appears to exist.
The download link doesn't work (it just serves up the same HTML), at least it's not serving a malicious download! Flagged anyway.
