The problem isn't that DoD requires waterfall for software. The problem is the Planning Programming Budgeting Execution cycle. If you solve a problem, you have at least an 18 month hole in the schedule. This drives PMs to waterfall so the can project funding out over the POM hole. It's profoundly broken and kept that way by Congress critters in the pocket of the prime integrators.
