It seems like an awkward rephrasing of an awkwardly-worded statement:

- prepend 4y agoHere’s a quote from the city page “Today, we are announcing that Uber and Lyft will be required to have a zero-emissions fleet by 2030” Unless they are purposely being obtuse it seems like they aren’t requiring taxis.
