The reasonable thing to do would be to toss out the old system and have everyone cast a ballot for a representative and weight congressional seats by how many votes you receive, with some kind of thresholding system to keep from having to rebuild the capitol all the time. IE representatives below the threshold can delegate or amalgamate their votes.
