  Yes. Regardless of how meek or not, a lot of these kinds of creeps are only big scary tough guys until confronted by other males for their actions. "Just call the police and sit back and wait for them to deal with it" is a response of someone who hasn't dealt with the criminal justice system, or never talked to women about the BS they put up with.
