Key word here is "wholesale". For the most part, it simply limits the amount of funny-money transactions between subsidiaries, as far as I can tell. Consumers, including the many people trying to do business in Europe, still get fleeced at Euros per MB.
Also, the directive above only applies to EU nations, not all of Europe.
