Improving diversity was an investment - a long-term bet. This is what most people who were criticizing it (including elsewhere in this thread) never seemed to understand. It was never just "Lower the bar to hire more black people"). In an economic slow-down, investment in big long term bets invariably gets decreased. This is one of them.
