Will try this out when I have something substantial to show. What is the threshold that needs to be passed to seek partnership/funding? Does a project and business plan do enough on its own to get people interested? My instinct tells me that some kind of MVP is necessary.

My instinct tells me that some kind of MVP is necessary. If an investor thinks your idea is as promising as you think it is, they might write a seed cheque on a pitch deck and an MVP. The less convinced they are the more they'll want to see traction to calm their doubts.
