A car as a requirement for affording a place, or perceived desirable place, to live, isn't, it's part of the tax of dwelling. Further, cars can be seen, and often act, as means to separate one's self from, again perceived, mixing in or exposure to undesirable society. I think car ownership could have been used to good effect in 1984.
