From an in universe perspective cars are a very individualistic concept, the type of totalitarian control in 1984 isn’t really compatible with everyone going where they want when they want. From a historical perspective, Britain was incredibly poor in the post war period, rationing went on well into the 50s, from this perspective it’s difficult to picture the average person owning a car- and we were very far off that in the 40s.
