The headline is grossly misleading. The new draft makes only some parts of the current OGL 1.0a-licensed System Reference Document, which is already a subset of published rules, licensed under Creative Commons BY. WotC still reserves most of the SRD's content, including all classes, spells, magic items, races, creatures, nearly all feats, and deities (including the narrow text used to describe mechanical usage of some real-world pantheons), for the new OGL. It doesn't CC-license anything not in the SRD, so character creation rules aren't included. It still tries to deauthorize the old OGL, but only for future works. It still explicitly prohibits common VTT features, like having animations that visually depict spell effects.
