Suppose you have a line of drones, each with the ability to communicate with the drone next to it (very short range radio) and to emit a pulse that emulates some aircraft's radar signature. The drones are small and/or stealthy, so they don't show up on that aircraft's radar--except when their transponder receives a radar pulse and re-transmits it. The drones await a radar transmission pulse from an aircraft. When they receive it, the first drone in the line re-transmits the pulse, and sends a signal to the next drone in line. When the next pulse is received, the second drone re-transmits it, and so forth along the line. What this looks like to the aircraft's radar is a single very fast moving object--a UFO (how fast it appears to be depends on the spacing between the drones). Variations on this idea include sharp bends in the line of drones, which would imitate a fast moving object suddenly accelerating off in a different direction; or a line of drones that goes down to the water, making it appear that the UFO dove towards the water. Release a small bomb from the drone closest to the water, and it appears the UFO actually splashed into the water. Continue the transmissions back up the line of drones and it looks like the UFO dove into the water momentarily, then flew back up. In no case do the drones need to move fast (or even at all). The movement is all apparent, in the eyes of the radar. If you want to add a simultaneous visible component, add a strobe or similar to each drone (or inside each balloon). In this case, the apparent persistence of the UFO is all in the human's eyes--the same trick movies have used for over a century.
