Late answer but bovin encephalopathy (mad cow disease) was caused because the UK farmers fed processed cow remains to cows. Feeding them any other animal would probably not have caused the disease. Maybe composting removes a lot of possible pathogens but it is not known and we won't know till someone gets sick.
