It's basically a rewrite of the Windows 2000/XP Kernel space and user space. Then they decided to bring in code from Wine to speed up development.

  I said this in another comment, but I feel like they're missing an opportunity not reaching out to Valve / Steam to work on Proton and integrating that instead. Steam will pay people to work on Proton fixes, so it seems like a no brainer to me.

    Proton is Wine.

    It's very possible that Valve has both taken code from this project & Wine, and hired people that worked on these two projects though.
