Yes, we can. It's called zoning and code violations. Marijuana smell is annoying and when enough people get annoyed, there will be change. Your comment also reminded me of a notice from the city director that daily fines would be issued for yard waste set within 10' of the curb for more than 7 days. Apparently it was against city code. Yard waste in my own yard! Now imagine day after day, marijuana smell wafting out of my yard into the surrounding yards. You bet that's gonna get locked down sometime.
