By blocking off ASMLs sales of chip-making equipment to China, the US is killing off ASML who won't have the volume of Chinese sales to fund future development.
In the meantime, the US is throwing $52 billion at building up the US semiconductor manufacturing milieu. That 52 billion is a far cry from the hundreds of billions the China is throwing at the same problem. China's equivalent of ASML won't be hamstrung by lack of sales to China, and will start to pull ahead of ASML and will eventually out-compete and destroy ASML.
It will be interesting to see if China then blocks the US from buying the new Chinese state-of-the-art chip-manufacturing equipment.
