This is mostly political posturing. Wyoming is one of the most conservative states in the country, with a tiny population, extremely low population density, very basic infrastructure, and massive oil/gas industry - perhaps one of the worst places for EVs in the lower 48, so it's not like they were going to be common in the first place. Further, the WY state legislature is sending a copy of the bill to California and NY (either legislatures or governors, I forget which).
