While I don’t agree with your reasoning, I do agree with your approach. All of these laws require restricting/removing content or invasive identity verification, in order to “protect” a tiny fraction of internet users. Preventing those people from accessing the internet would be cheaper, more effective, and less problematic for the rest of the population. The problem is that we’re assuming laws like the Online Safety Bill are about protecting children, which they aren’t.
