Given the US Gov (and I'm fairly certain most other govs as well) has wiretapping laws in place (http://en.wikipedia.org/wiki/Communications_Assistance_for_Law_Enforcement_Act http://en.wikipedia.org/wiki/Communications_Assistance_for_L...), I don't see why anyone would be surprised that the hardware providers also provide a mechanism to allow for tapping.
