I have a pro license and during the installation of Windows 11, it was not happy with local accounts. I do not remember exact details, but at some point there was a prompt to log in or create an MS account, and I needed to go back a step for the local account option to appear. I think Windows 10 was similar but it has been a long time since my last installation.
