Junior enlisted pay is pretty low, and I recall newer recruits looking to part time work or public assistance. If you want people willing to give their all for the cause, they should be paid enough to not feel like indentured servants. And if there’s a worker shortage, people will tend towards better pay, shorter hours and way less chance of being maimed or killed.
