I believe it is more of the Japanese economy has been stagnant for 30 years while social norms have not adapted. Many Japanese are still victims of karoshi death by overwork. They are expected to spend 9am to midnight at the office Monday through Saturday. Meanwhile their jobs are no longer guaranteed for life and they still cannot make ends meet.
