This is about John Reber and the Reber Plan, which would have created massive dams across the San Francisco Bay, parallel to the Richmond-San Rafael Bridge and the Bay Bridge. In addition, major parts of the bay would have become landfill.
The article has a map showing the proposed plan. The red areas of the map are where the dams and landfill would have been.
If these were built and the plan worked, it would turn the northern and southern parts of the Bay into freshwater lakes and leaving only the center part as saltwater, connecting to the ocean at the Golden Gate.
The Bay Model in Sausalito was built to test the plan. Fortunately, it showed that the plan would not work. You can still visit the Bay Model today. It is fascinating to see.
