In spite of all the excuses you provided, US birth rate is 1.64/woman. IIUC, Norway, Finland and Germany have free colleges, universal healthcare and excellent welfare and yet their birth rates are 1.48, 1.37 and 1.53. India and Bangladesh have pretty terrible social welfare and yet their birth rates are ~2.0.
Clearly there is something else at work here.
