It's laughably easy to build a ChatBot on top of the OpenAI API - their examples even tell you how to do it.

You can tweak the prompt to make it specialise in certain topics and answer in particular ways.
The main difficulty is how to manage long running chats. You will hit the token limit unless you implement something clever to summarise/truncate the existing chat context.
