This is in line with his thoughts that Congress is dysfunctional and strange. He explains his feelings in detail in the HBO doc “The Swamp”. It’s actually interesting and insightful, and for a few moments you forget what a piece of shit he is. Essentially Congress has a caste system based around how much money you can raise for your party. Everyone has to raise a certain amount or they are essentially outcast from their party. Pelosi is speaker when the Dems control the House not because of her experience or other credentials, but because she consistently raises the most money.
