Lukashenko averted the 90s collapse that most of his neighbors suffered greatly from, rooted out the mafia, and balanced power well enough that every attempt to reintegrate Belarus into Russia has failed. He's by no means a great man, but he has done his job quite well, when you consider just how badly other countries suffered.
