As anyone who has ever faced a “rewrite from scratch or refactor”-decision knows (or eventually finds out), beyond some level of system scope & complexity a rewrite from scratch is not really feasible anymore. At least not without cataclysmic disruption and/or enormous delays. America isn’t perfect. Nothing is. But boy the stuff we take for granted and forget all about.
