What you say sounds possible and plausible, although I would not immediately discount crypto, as the Helium map does show some cells in unpopulated areas in the hills surrounding the SLC metro. They should be able to eliminate Helium as the culprit if they're able to inspect what's in the box, as Helium needs a Helium-sanctioned box, from my understanding.
