- techsupporter 4y agoYes, the rule became effective in 2019: https://www.fcc.gov/document/fcc-adopts-reforms-further-reduce-access-arbitrage https://www.fcc.gov/document/fcc-adopts-reforms-further-redu... (FreeConferenceCall and similar companies lobbied heavily against this rule, but AT&T and Verizon were able to lobby it through.)
