Adding these laws that can be easily bypassed (in this case by using a VPN or providing someone else's ID) only encourages corruption and moves money to extra parties (in this case, VPNs most likely). Instead - why not invest that money/time in making education about a healthy sexual life available and to people? In general, approaches that are "let's prevent minors from doing X by telling them not to while still making it easy to do anyway" are bad, make kids feel talked down to and push them to understanding sexuality through porn which is what they're trying to avoid.
