Apple easily spent a billion dollars developing their A-series chips from the purchase of P.A. Semi in 2008 through the release of the iPhone 4 with the A4 chip in 2010. A lot more money went into subsequent designs and now the M-series. There's potential for investment but that investment is a lot of money.
