If you don't mind living in a suburb, the ultimate low cost move is to live in Vancouver, Washington. It is literally a few miles from Portland just across the border. If you work there, you pay no state income taxes. And I'm sure you could rent a place cheaper there as well. If you spend your money in Portland, you pay no sales tax. I don't do this because I love living right in the heart of Portland way too much though.
