Anyone can with a modicum level of technical ability encrypt and decrypt content offline, out of band of any specific app. Just copy paste the cyphertext into the app. Or just use TOR. In practice, banning encryption will just make it easier to spy on people doing legal things and thus aren't going to seek out encryption.
