What I've observed over time is that authoritarian systems, which include many of the 'dumb' level corporations, always gather dysfunctionality which can be covered up by punishment and threats until a major external event happens that shines a light on just how bad things are. Generally the organization dies afterwards, unless subsidized (like Boeing).
