"The driver had apparently tricked the car's safety systems. … In the footwell of the car, the officers found what is known as a steering wheel weight … A preliminary investigation into the criminal offense of endangering road traffic was initiated against the Tesla driver."
Sounds more like the driver defeated the safety systems which stop the vehicle if the driver is incapacitated.
