In general, a brain model is not meaningful unless it is falsifiable. Meaning, the model would make (ideally surprising and specific) predictions that could be tested via experiment. Historically, the vast majority of brain models are not falsifiable, which is why theoretical neuroscience has not played a larger role in the field.
