3D Printing, once you have the printer, only needs plastic as an input. I think a comparable revolution for circuit manufacturing would need a similar situation. A process that only takes relatively simple inputs. To note, it has proven hard to maintain advanced circuit manufacturing pipelines even in relative peace.
