  The user is probably blacklisted due to bad past behavior. You can vouch for individual comments, though.

    Wouldn't being banned prevent them from posting? Or does it just insta-kill all their posts?

      It just marks all of their posts dead. If you have showdead:on set then you can see them, and choose to vouch for individual posts if they add value to the conversation.
