It's intentionally annoying so that companies that want to track people have to live with inconveniencing their users.

        Most sites don't need to know who I am to know which parts of their site are most used and/or broken. You can track app usage without tracking personal data.

  This is incorrect. Companies choose to make it annoying in order to trick people into accepting cookies who otherwise wouldn’t.
