They are happy to fall over to student demands about issues related to "social justice" and the culture war because it costs them nothing and they don't care and they know there is nothing to be lost or effort on their part. In contrast things like grad student wages becomes a very painful thorny issue that actually bothers them and would inconvenience them so then they'll put the foot down.
