They don't mean switching from bootstrap to something else. They mean an upgrade, like switching from bootstrap 3.4 to 4.0 shouldn't require rewriting 90% of your frontend html, and yet it does. Tailwind v2 to v3 has a few breaking changes but it's nothing compared to bootstrap.
