  No, it is not, and I'll go so far as to suggest that you actually know that but are choosing to misrepresent the perspective (aka a strawman fallacy). The value of a politician is very much measured by the nature of their rhetoric, and it's very often not indicative of their underlying character. To point out deliberately vitriolic rhetoric in politics is not an ad hominem. To say that Trump was a bad president because he's a misogynistic egoist would be an ad hominem, no matter how true it is.
