the specialized tools clause makes me think the law was to prevent operating a car repair business out of your home

- hirundo 4y agoIt says it is also illegal to repair a can at your home unless it is registered to someone who lives there. Compared to that, the specialized tools clause is unsuited to that purpose. But it's great for the purpose of creating the ambiguity necessary to inflate the scope of the law per "discretion".
- berniedurfee 4y agoCars, especially modern cars, very frequently require specialized tools. I’ve got a garage full built up over the years. I think the intent was to reduce the repairs to those trivial enough to do with a wrench. Though, they seem to permit brake jobs, which often require weird specialized tools to get stuff apart.
