I remember calling up the IRS to complain I can't get tax forms over Tor for similar reasons. (They told me I was lucky to be breathing air, a rude response that made me not want to try to pay taxes on my meager earnings the next time I got a 1099 and wait for them to contact me if we have an issue)
This is another example of why open source software is so important -- if I want to grab Kali or Debian something, I can get a torrent file over Tor to know it's untargeted, then know the BT protocol computes a hash, and thus that I'm getting untainted software.
Microsoft purposefully creates a situation where it's less expensive to keep "upgrading" or hiring consultants, then evil folks come in and take advantage of folks who try piracy as a last resort or to self educate. It's sick, and costs lives.
Microsoft lies, people die.
