Direct referenda solve this particular problem, but create other conflicts: Referendum 1: the State shall not raise taxes in any way without a vote of the people. Referendum 2: the State shall fully fund the education of children living in the State

Referendum 2 sounds a little like a vote of the people to raise taxes.

  It isn't, though, and in fact often such referendums can't be funded through taxes because of referendums like the other one in the comment you responded to. So what happens is other programs suffer.
