Is the whole org like this or just your group? Without knowing more I would say that if you want to stay at this organization start making friends throughout the org. It’s not typically very functional to not have bosses or ownership. The structure and lack of direction of your group makes me worry your group may not be long for this world. You may be in a weird corner of the company.
