I suggest reading the claims from the guy in the article in the OP as well. After doing so, I came to a conclusion that is much closer to yours than that of the headline. The guy claims that Grimes sends him coded messages through instagram, that Elon tracks his location at all times and blocks his Uber Eats deliveries, and says that he was also in the area (which he was aware was where Grimes lived) for some business with Grimes. If this isn't indicative of stalking, then idk what is. But it indeed seems to be unconnected to ElonJet tracker website.
