This is true for any 'fact' checking system. We are coming to understand that facts is just consensus of the people who observe a thing, rather than a characteristic of the thing being observed. Once upon a time it was a fact that the sun circled around the earth, until consensus shifted to the new fact that earth circles around the sun. The orbital path of neither earth nor sun have changed during these changes of fact, what has changed is the consensus of the observers.
