"Much has changed" says Intel. Indeed, you're now years behind on both fabbing and core design. Also, AMD's partner GlobalFoundries expanded their investments in Dresden, Germany. I would be surprised if Intel can negotiate a better deal now that AMD is everybody's darling and already has a local presence.
